To develop a game theoretic approach to finding effective anti-terrorism strategies.
- The players are coalitions formed by one or more government groups (countries). Any number n of coalitions can play at one time and the coalitions can vary in size. Denote the set of coalitions by I, and Si the ith coalition in I, i=1, 2, n.
- Four things have value or utility in the game: lives (lives saved or lost), dollars, chits in heaven, and reputational capital. Dollars means money, regardless of whether they are real dollars, or yen, or euros, etc., which are available to the coalition for use in defense, weapons, intelligence, etc.
- Start by considering only two Actions: action (be aggressive and do something) or not action (do nothing). Ultimately we will consider 3 or more possible actions.
- Payoffs: If there are m members of a coalition then the payoff from action j(j=1,2) is given by an m-tuple.
